Senior Business Officer
About your new role
We have an exciting opportunity in the Waste and Resource Recovery Branch of our Environment, Heritage and Resilience Department. This position is in our Waste Collections Services business unit, working with other areas of the Branch and key internal and external stakeholders. This is a great opportunity to make a difference for the Gold Coast in one of the commercial business areas of the City.
The business unit provides services to over 269,000 domestic and commercial properties across the City, from operational support of our contract delivery partners and internal support areas; delivering an essential,valued and safe community service whilst generating annual revenue back to the City of circa $100 million. This role is critical in also providing procurement advice, account management and compliance support.
The on-going tasks include preparation for several updates to contracts, processes and systems, and means there is a genuine opportunity to support, drive and shape improvement as part of the team. This enables the team goal in the safe delivery of relevant outcomes to sustainably manage the City's solid waste and resources.
The team works as part of a fast-paced, collaborative, and interdependent business unit to deliver a city-wide essential service. The services include waste and resource collection and transportation, materials recovery facility (MRF) operations, supply and maintenance of wheelie bins, bulky waste services, and related waste equipment services across all Gold Coast households and participating commercial businesses, playing an important role in increasing resource recovery across the Gold Coast through customer behaviour change.
Responsibilities of the role include (but are not limited to):
- Lead, and support strategic contract management of the business, including documentation, financial planning and record keeping
- Assist in leading a cohesive, effective and efficient multi-disciplinary team to deliver the Waste & Resource Recovery Collection Services to the City’s 269,000 customers
- Support the stabilisation of the Waste & Resource Recovery Collection Services contract service delivery and processes, through continuous improvement opportunities, or standardisation of relevant processes and policies wherever possible
- Help the City improve Waste & Resource Recovery Collection Services outcomes and deliver better customer value through collaboration with external contractors and internal stakeholders
- Lead and support a team in delivering waste collection services and contributing to a variety of projects, initiatives, contract agreements, and procurement activities
- Ensure service continuity and drive improvements that align with the City’s Towards Zero Waste Plan 2025–2028.
We are seeking an experienced leader, with a strong character who is willing to learn our business, and support and lead the team through a period of upcoming change.
The successful applicant will:
- Hold a Bachelor Degree of Business, Law or similar field, or equivalent transferable knowledge.
- Possess extensive experience in managing service contract(s), ideally in waste management within local government or private utility another utility.
- Have exceptional analytical, problem solving and decision-making skills with the ability to grasp complex and dynamic requirements, including legislation and policy.
- Thrive in a team environment, by establishing effective working relationships and developing team members to their full potential.
- Be an excellent relationship builder, maintain effective relationships with stakeholders, and contractors, to ensure a balanced outcome, even when the goals of stakeholders may be in direct conflict.
- Have excellent organisational skills, including management of competing priorities and deadlines.
- Possess proven project management experience, together with a high level of computer literacy (use of relevant business systems and processes).
- Thrive on innovatively solving problems in a complex environment.

- Details of your ability to manage work productively in a team environment, where competing internal stakeholder demands need to be effectively managed in a busy and sometimes reactive environment
- If you have relevant experience with NHVR, transport legislation and the transport industry.
